Buy an under-construction flat in Gurugram and you're betting on one thing no brochure will tell you: will this developer actually finish and hand over? You don't have to guess. When a project is genuinely complete, the regulator records a completion (or occupancy) certificate against it. That's a hard fact — not a sales promise. We checked all 1017 RERA-registered Gurugram projects, and 331 (33%) have a completion certificate on file. Here are the developers carrying the most of them.

How we measure — and what we don't claim. A developer is credited only for projects with a completion/occupancy certificate on the RERA record — the regulator's own confirmation that a project is finished, not the developer's say-so. We don't rank anyone on whether they file quarterly reports (a builder who finished but stopped filing still shows their certificate), and we don't publish a 'worst' list — registry deadline dates are noisy enough that naming laggards wouldn't be fair. We group registration SPVs to the parent developer brand; Emaar India and Emaar MGF are kept separate as distinct companies.

The developers who have actually delivered

Ranked by completed projects on the RERA record — developers who have repeatedly taken a Gurugram project all the way to a completion certificate. In a market where delay is the default, a track record of finishing is the strongest signal a buyer can lean on:

Completion is the exception, not the rule. Of the 1017 registered projects we checked, only 331 (33%) carry a completion certificate today — the rest are at various stages, from early construction to long-running and well past their original timelines. That's exactly why the developer's name on the hoarding tells you so little, and the project's own RERA record tells you so much.

What this means if you're buying

A developer's overall record tells you the odds — but your decision comes down to the specific project. Before you part with a booking amount, check it on RERA: does it have a completion certificate, where does it stand against its declared timeline, and what do its latest quarterly filings show about construction and sales? Most buyers never look. The information is public, and it's the cheapest due diligence you'll ever do.
